At the third Mission Innovation (MI) annual ministerial meeting (MI-3) in May 2018 it was agreed to include in the MI Action Plan an objective to develop a Framework for Assessing Avoided Emissions. Sweden proposed the addition of an Avoided Emissions Framework (AEF) to the MI Action Plan and was subsequently selected to lead the work developing the framework.
